GRANT MANAGER
SUMMARY DESCRIPTION
Under the direction of the Chief Financial Officer, plans, develops, coordinates, implements, monitors, evaluates, supervises, and is responsible for functions related to formula and competitive State and Federal programs, which included but are not limited to: Title I 1003 (a), Title I D, Title IIA, Title III, Title VII, IDEA, McKinney-Vento, Carl A. Perkins, Teacher Incentive Fund, 21st Century Learning Centers, and other competitive federal grants such as but not limited to Project Prevent, NV Ready PreK!, System of Care. State education grants may include Career and College Ready, Career and Technical Education, Great Teaching and Leading, New Teacher Incentive Fund, Read By Grade Three, SB 178, Teacher Reimbursement, Turnaround, Victory, Zoom, Other State grants may include those from the Departments of Agriculture, Criminal Justice, Health and Family Services, Energy, Fish and Wildlife. This position is responsible for taking a lead role in the identification and acquisition of new revenue sources for the District. Also, plans, develops, and coordinates with the District’s non-profit 501(c) 3 Washoe K12 Education Foundation and other national and local Foundations to increase revenue streams for the District’s priorities as identified in the Strategic Plan. Performs work related to WCSD State and Federal District-level implementation, as required.
EXEMPLARY DUTIES/RESPONSIBILITIES
Assigns tasks as necessary for the completion of grant proposals; coordinates the creation of a unified, cohesive grant proposal, incorporating budgets, narratives and assessments as provided by the Grant Team; monitors deadlines and task completion; ensures that all grant proposals are complete and accurate in accordance with the specific grant guidelines and legislation; monitors the timely submittal of assessment and fiscal reporting requirements working alongside the Grant Fiscal Administrator; assists in grant audits; conducts performance evaluations of the grant writing team and office staff; reviews and communicates up-to-date grant guidelines and educational statutes to Leadership Teams as well as current grant funding opportunities that may be available in alignment with all district priorities and initiatives.
Works with district departments to identifies schools and/or special populations eligible to receive services funded by grants; analyzes proposed requirements and participates in planning sessions to explain funding opportunities, and identify target populations and approaches to be described in proposals and writes proposals and assists in budget preparation.
Works to assure that all funding requests are coordinated through all departments and schools with local Foundations and non-profits.
Collaborates with various district departments including but not limited to Office of School Leadership, Office of Academics, Office of Student Services, Office of Chief of Staff, Office of Accountability, Evaluation and Research, Office of Human Resources, School Police, Information Technology, Capital Projects, Northwest Regional Professional Development, and Business/Finance.

Works cooperatively with district personnel in the development of grant applications through all of the monitoring stages; works cooperatively with parent organizations; works cooperatively with the representatives of the Nevada Department of Education, U.S. Department of Education, state and federal Congressional Offices; is aware of and understands appropriate laws of the US Department of Education, namely Every Students Succeeds Act, State of Nevada, especially those pertaining to grant funds, and the policies/regulations of the District, the Nevada Department of Education and U S Department of Education; works to be sure appropriate reporting including but not limited to Annual Performance Reports are complete and submitted on time, and makes presentations to the Board of Trustees and Leadership Team.
Researches, identifies, solicits, and cultivates government, corporate, private, and foundation gifts and grant to support the WCSD’s operation and special programs and initiatives; reviews and approves all federal, state and private grant applications and funding requests through appropriate potential sources of funding. Works with the Grant Fiscal Administrator to prepare and monitor budgets and only allowable expenses are applied to grant budgets.
Able to have a flexible work schedule to include possible weekends and evenings and ability to travel.
EMPLOYEMENT STANDARDS
Education/Experience: Any combination of education and experience that would provide the required knowledge and skills is qualifying. A typical way to obtain the knowledge and skills would be:
1. Education: Master’s Degree in School Administration or related field including Business Management, Finance, Marketing, Journalism, Technical Writing, or Public Administration
AND
2. Experience: A minimum of five (5) years of related experience in grant writing. Experience in governmental organization and experience with grants is desirable.
3. Desirable: Grant Professional Certification (GPC) by the National Grant Professional Certification Institute.
Knowledge of: Administrative practices surrounding implementation of and compliance with the Elementary and Secondary Education Act (ESEA), approved ESEA waiver, budgeting practices, parent engagement, Highly Qualified/Effective Teachers and Principals, school improvement and student achievement, student achievement gap elimination; knowledge of District Support Plan (formally District Improvement Plan) and the District’s Strategic Plan; child development, the philosophy of elementary and secondary education, Common Core Standards, human relations, modern and effective instructional techniques, social and emotional learning, 21st Century Learning Skills, effective technology use in the classroom; principles and practices of education administration, including knowledge of school finances, teaching methods and techniques, evaluation, program development, applicable federal, state and local laws,

regulations, ordinances and policies; conflict resolution; public relations, principles of effective management, staff supervision, and administration.
Skill at: Ability to communicate concisely and clearly in writing and verbally to individuals and before groups; effectively supervising staff, planning, developing, organizing, implementing and evaluating programs and activities; relating positively to others, both individually and in groups; projecting a professional appearance in both manner and dress; establishing and maintaining effective working relationships with those contacted in the course of work; working with a variety of people in a variety of Offices/Departments/Divisions within the district.

Strong organizational, managerial, interpersonal skills, excellent public relation skills to work with Board members, Leadership Team, community groups, private donors, and private foundations, making presentations when appropriate; ability to research needs and compose clear, accurate, interesting expository prose; ability to write proposals and prepare budgets; ability to edit for clarity; write for deadlines; ability to work as part of a high-functioning team; critique the work of others, and have others critique her/his work.
Licenses/Certificates: None Required.
Physical Demands: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items, such as papers, books, or small parts; or driving an automobile. No special physical demands are required to perform the work.
Work Environment: The environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, meeting and training rooms, libraries, residences, or commercial vehicles, e.g., use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals. The work area is adequately lighted, heated, and ventilated.
