Grants Management Specialist

POSITION SUMMARY: Provide leadership and direction for programs funded by federal, state, and private funds; oversee the financial and programmatic administration of federal, state, and private grants; ensure that program staff accomplish their approved program initiatives and they meet compliance and reporting requirements.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

  • Ensure compliance with the rules and regulations administered by the grantor; oversee special audits conducted by grantor.
  • Perform functions of reporting, to include, but not limited to, assisting with preparation and timely submission of programmatic grant reports, and ensuring finance completes financial reports, assisting Directors with adjustment of associated budgets, coordination of budgeted funds, screening and processing requests for expenditures and ensuring the timely application for reimbursement from the grantor agency.
  • Serve as a liaison between Directors and other departments on issues regarding grants.
  • Monitor projects and programs funded by grants to ensure compliance with grantor guidelines.
  • Assign certain grants and/or related responsibilities to individual analysts and coordinate their activities related to the grants assigned.
  • Assist in evaluating the fiscal administratin of grant programs.
  • Oversee grant amendment, and budget transfers.
  • Routinely monitors updates to 2 CFR 200: Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards, and specific agency grant policies, and implements policies, procedures, and practices based on regulations to ensure financial and programmatic compliance.
  • Collaborates with Grant Writer and Project Directors to ensure continuity of grant implementation.
  • Maintains records for complete lifecycle of a grant.
  • Leads Directors through grant closeout process, in coordination with the Finance Department.
  • Develops and implements processes to ensure grant compliance.
  • Ensures Directors are proficient in grants implementation and compliance knowledge and can implement the program according to the terms of funding agreement. Develop processes to aid Directors compliance and implementation as needed.
  • Provide grants writing and grants management training to Directors in coordination with the Grants Writer.
  • Research and suggest grants management systems to streamline the grants and grants management process.
  • Must collect and store grant data for future relevant use by the Bear River Band of the Rohnerville Rancheria.
  • Other duties may be assigned.

AUTHORITY/SUPERVISORY RESPONSIBILITIES: This position will not provide management oversight.

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

EDUCATION/EXPERIENCE:

  • Must have an Associates degree in: Public Administration, English/Literature, Business Administration, or similar field
  • OR; equivalent combination of education and experience (Equivalent = two (2) years direct experience to one (1) year of education).
  • Must have two (2)/years of related grants management and compliance experience
  • Must have one (1)/years of supervisory experience

  • None

COMPUTER OPERATIONS

  • Proficient personal computer skills including electronic mail, record keeping, routine database activity, word processing, spreadsheet, graphics, etc.

LANGUAGE SKILLS:

  • Ability to read, analyze, and interpret financial reports, federal legislation as it relates to grants and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to effectively present information to top management, public groups, and/or boards of directors.

MATHEMATICAL SKILLS:

  • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs as it relates to grants management and grants reporting.
  • Ability to use algebra

REASONING ABILITY:

  • Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

OTHER SKILLS AND ABILITIES:

  • Ability to operate standard office equipment (copier, fax, etc.).
  • Must be able to work with American Indian people and be sensitive to their culture.
  • Comply with all safety policies, practices and procedures. Report all unsafe activities to supervisor and/or Human Resources.
  • Participate in proactive team efforts of Bear River Band of the Rohnerville Rancheria.
  • Provide leadership to others through example and sharing of knowledge/skill.
  • Must be able to work all shifts, weekends, holidays & special events as needed.
