Under the direction of the Director of Grants and Contracts, the Grants and Contracts Manager serves as a team leader, overseeing the grant lifecycle and the day‐to‐day grants management of funds received by Federal, state, and local governing bodies and for pass‐through programs.  

  • Assist with managing grant RFP/pre-award and award:
  • Post funding opportunity announcements in grant management system
  • Assist with application review process, includes routing application to Internal Review Committee (IRC) for initial screening
  • Provide overview of grant management software and grant reimbursement process during partner orientation meetings (during pre-award and award phases).
  • Provide notification of award/non-award to applicants.
  • Partner with the Finance and the Programs staff to analyze budget requests and negotiations, if necessary.
  • Review assurances and certifications.
  • Coordinate with Finance and Programs staff to create, review and distribute subrecipients contracts.
  • Create subrecipients profiles in grant management software. 

Manage post-award activities: 

  • Monitor performance in accordance with the contract.
  • Support subrecipients with gathering the correct backup documentation prior to submitting documents to the Finance staff for invoicing/ billing to funders.
  • Work with homeless services funders and subrecipients to ensure compliance with contract terms, policies and procedures and provide any necessary technical assistance.
  • Oversee closeout activities after the end of the period of performance to ensure recipients have met all financial and reporting requirements.
  • Reviews subrecipient agreements and other relevant compliance documents to ensure:
  • Documentation is maintained demonstrating the proper identification, selection and designation of subrecipients, subcontractors, and other vendors
  • Agreements contain all appropriate requirements
  • Budgets are consistent with proposal requirements; accurate in the calculation of salaries, direct and indirect expenses, and compliant with established regulations
  • Evaluates each subrecipients risk of noncompliance with statutes and terms/conditions of the award, implement procedures to assign a level of risk and ensures proper level of monitoring.
  • Maintain knowledge of government contracts and foundation grants and respective budgets to assist in compliance with finance and administrative guidelines, deadlines, and audits.
  • Stay abreast of HUD COC, CDBG, ESG, and State funding for homeless and housing regulations and requirements.
  • To know and stay up to date on OMB Uniform Guidance (2 CFR 200), the HUD HEARTH Act, and the Code of Federal Register for the Continuum of Care Program (24 CFR 578).
  • Act as the lead subject matter expert in expenditure eligibility determination for funding for homeless and housing.
  • Prepare written reports, both internal and external, regarding individual contracts; groups of similar contracts; contract policy and procedures; problem areas or changes in rules and regulations.
  • Manage and oversee the expenditure eligibility determination of expenses that are billed to grants.
  • Oversee accounting practices for the expenditure of funds, which includes payments for eligibility and drawdowns from ELOCCS for program expenditures; monthly and quarterly reconciliations within all Housing Forward grants and subrecipient contract management
  • Monitor and ensure the appropriate quarterly spend down for Housing Forward’s budget and for all subrecipient’s budgets. Work in partnership with the Finance staff to gather required documentation for quarterly invoices.
  • Participate in audit activities, as appropriate.
