Position Overview:
OPS is seeking seasoned professionals to join our expert team delivering high-impact program management and subject matter expert services. This position requires a strategic leader with deep expertise in federal grants or procurement management, experience overseeing diversified portfolios, and the ability to drive operational and financial performance within high-compliance environments.
Key Responsibilities:
Lead and develop plans for project teams to execute defined initiatives, studies, or operational improvements.
Conduct qualitative and quantitative assessments to evaluate program effectiveness and progress toward strategic goals.
Review and recommend improvements in organizational methods, procedures, and management structures.
Analyze management information systems to identify gaps and recommend enhancements.
Develop or refine policies, regulations, goals, and programmatic procedures based on client needs.
Design systems to assess the effectiveness and efficiency of program operations.
Provide leadership to cross-functional teams, ensuring streamlined execution of financial and administrative functions.
Guide implementation of performance-based budgeting and promote operational efficiencies across key areas.
Review and revise internal financial and administrative policies and standard operating procedures.
Monitor major programs requiring interdepartmental coordination to ensure timely and successful execution.
Oversee budget planning, formulation, and execution activities, including funding requests and strategic alignment.
Prepare detailed analyses and estimates to support budget justifications and congressional testimony when required.
Ensure compliance with federal fiscal laws, including Anti-Deficiency Act and agency-specific financial guidance.
Advise on cost-benefit analyses for proposed actions and support high-level financial decision-making.
Coordinate federal reporting and oversee the development of position control and cost-tracking systems.
Understand and apply the federal strategic planning lifecycle and its integration with budgeting processes.
Manage program records and support additional technical and administrative functions as required.
Minimum Qualifications:
At least 15 years of experience in federal procurement or grants management.
Minimum of 10 years of leadership experience in project, program, and personnel management within the federal funding ecosystem.
Demonstrated expertise managing complex portfolios exceeding $500M in total annual spend.
Strong knowledge of compliance frameworks, budgeting principles, and performance measurement standards.
Preferred Skills:
Exceptional analytical, organizational, and communication skills.
Experience supporting clients through policy development, regulatory compliance, and financial execution.
Familiarity with federal systems and reporting requirements.
