Position Summary:  

This position oversees financial functions within the Kansas Department for Aging and Disability Services (KDADS) including receivables, and payables, and agency’s federal reporting and financial compliance efforts. This position will use state and federal laws/guidelines and agency policy as well as their knowledge and skills in financial processes, management, public administration and organization to accomplish the job responsibilities. Changes to agency operation or policy, recommendations and decisions are subject to approval by the agency’s Commissioner of Administrative ServciesWork is reviewed through results achieved versus outcomes desired and the effectiveness of results.

Job Responsibilities may include but are not limited to the following:  

Division Direction 

Direct the agency’s Accounting and Financial Management Division which houses the agency’s Accounting Unit (responsible for receiving and accounting for all agency disbursements for Kansas Department for Aging and Disability Services (KDADS) in State Accounting system, processing payments, and resolving accounting issues), Federal Reporting and Compliance unit (responsible for oversight of federal financial reporting and compliance processes).  Establish policies and procedures with input from each unit to verify compliance with federal and state statutes, regulations and guidelines and agency policy and to confirm accounting controls are in place and maximize efficiency and effectiveness of the division.

Review and analyze statutes, regulations, policies, accounting and auditing standards relative to division procedures to identify needed modifications and work with unit managers and staff to formulate and incorporate changes to continually improve division work methods and product.

Review, analyze and evaluate financial reports, data and records generated within the division to identify existing or potential problems and for accuracy and adherence to agency policies, federal and state regulations, and Generally Accepted Accounting Practices (GAAP). Determine solutions or work with division staff as necessary to resolve issues and verify data accuracy, compliance with federal and state requirements and efficient performance of assigned tasks.

Supervision

Assign and evaluate the work of division staff. Interview, select and recommend hire to fill any of these positions as vacancies occur.  Provide direction and support to verify each employee’s understanding of processes and procedures relative to their positions, to assist in resolution of difficult and/or unusual issues and to encourage professional growth and development. Establish priority outcomes for performance evaluation and initiate or administer disciplinary action as necessary.

Project/Program Development

Meet with Kansas Department of Administration, managers, and staff from other agencies and organizations to develop plans, strategies and solutions for new projects, programs or processes that may be assigned to or have direct impact on KDADS or its customers. 

Miscellaneous

Update the agency’s indirect cost allocation plan as needed. Maintain harmonious working relationships with Medicaid State Agency, Kansas Department of Health and Environment (KDHE) and the Medicaid Financial Agent staff to verify that the Medicaid and Medicare Management Information System (MMIS) provides financial and program information needed by KDADS to effectively manage its Medicaid programs and issue payments. Maintain a working knowledge of changes and opportunities in the Medicaid programs to verify efficient management of the programs’ accounts and finances. Manage the agency’s interactions within the SMART accounting system and Time and Labor financial interaction with the SHARP system. Other duties as assigned in support of agency goals. 

Completes special projects and performs other duties as assigned including but not limited to ensuring the agency is adequately staffed during and immediately following natural and/or manmade disasters, infectious disease outbreaks, and/or acts of terrorism. Assists other employees in the work unit in accomplishing assignments as necessary. 

 

Qualifications

Minimum Requirements:

  • Five years of experience in professional accounting/auditing/finance work.  Education may be substituted for experience as determined relevant by the agency.

 

Preferred:

  • 3 years of supervisory experience 
  • College degree in Accounting, Business Administration or CPA
  • Interpersonal skills to effectively communicate with agency managers and individuals in federal and state agencies. 
  • Competency in PC-based software (spreadsheets, database management and word processing) 
  • 5 years of progressively responsible accounting experience leading to accounting management level 
  • Four years of experience in professional governmental accounting/auditing
