The Birmingham Airport Authority is seeking a Capital Finance Manager to secure and manage grant funding to advance the Birmingham International Airport’s capital projects. Serving as a subject-matter expert, the position oversees the grant application process, ensures compliance with federal and state requirements, and provides financial guidance to maximize funding opportunities. The position involves managing all aspects of grant funding and related financial processes. The selected candidate will liaise with the Federal Aviation Administration (FAA), state agencies, and internal departments to support the successful execution of capital projects. Regular reporting and analysis are integral to the role, ensuring transparency and accountability in funding utilization.

Key responsibilities include:

  • Identify and apply for grants to support airport projects.
  • Monitor grants and coordinate with stakeholders to ensure compliance.
  • Perform budget analyses, track cash flow, and manage funding for capital projects.
  • Maintain monthly reports on funding sources, expenditures, and financial performance.
  • Develop contracts with the FAA and state agencies to secure entitlement and discretionary funding.
  • Oversee project funding requests and align them with available resources.
  • Ensure timely and accurate federal and state reporting for grant-related activities.
  • Provide guidance on contractual, legal, and financial matters related to grants.

Preferred Qualifications:

  • Bachelor’s degree in Aviation, Accounting, Finance, or a related field.
  • At least five (5) years of airport experience managing federal and state grants and Passenger Facility Charges (PFCs) exceeding $6 million annually.
  • Equivalent combination of education and experience may be considered.
  • Expertise in budgeting, financial analysis, and grant compliance.
  • Familiarity with FAA grant processes and requirements.
  • Certified Public Accountant (CPA) designation is desirable but not required.

 Salary & Compensation

The salary range for this position is $103,903 - $129,879 with a maximum of $155,854 and includes an attractive benefits package. Relocation assistance is available.
