Overview
Under administrative direction, is responsible for planning, directing, managing, and overseeing the activities and operations in the Grants Administration division of the Office of Budget & Management Services, including providing compliance oversight of Federal and State funding. Coordinates assigned activities with other City departments and outside agencies; and provides highly responsible and complex administrative support.
Essential Functions
1 Reviews grant regulations to determine alignment with stated grant application goals; and conducts annual program and fiscal reviews of grant programs to prepare departments for internal audits and agency audits.
2 Monitors and evaluates the efficiency and effectiveness of grant practices citywide and identifies opportunities for improvement, and directs the implementation of changes.
3 Selects, motivates, and evaluates staff; provides or coordinates training and works with employees to correct deficiencies; and implements and administers disciplinary procedures.
4 May attend City Council meetings and takes necessary action regarding Council agenda items.
5 Provides compliance regulation support to citywide departments and stays abreast of compliance rules and regulations.
6 Serves as liaison between the Assistant Director, other City departments, City Manager's office, City Council representative and outside agencies; negotiates and resolves significant issues.
7 Serve as departmental representative on special projects, committees, and task forces as assigned.
Knowledge and Skills
1 Knowledge of operational characteristics, services, and activities of grant programs.
2 Knowledge of funding guidelines for federal, state, and local grant funding.
3 Knowledge of organizational and management practices as applied to the analysis and evaluation of programs, policies, and operational needs.
4 Knowledge of advanced principles and practices of municipal budget preparation and administration.
5 Knowledge of principles of supervision, training, and performance evaluation.
6 Knowledge of pertinent Federal, State, and local laws, ordinances, statutes, and regulations related to grant programs.
7 Ability to develop, implement, and administer goals, objectives, and procedures for providing effective and efficient services for the City.
8 Ability to identify and respond to community and City Council issues, concerns, and needs.
9 Ability to provide administrative and professional leadership and direction to subordinate staff.
10 Ability to communicate clearly and effectively.
11 Ability to prepare and present clear and concise administrative and financial reports.
12 Ability to establish and maintain effective working relationships with City staff and officials, other government officials, community groups, and the general public.
Education
Bachelor’s degree from an accredited college or university. Master’s degree is preferred.
Experience
Five (5) years of increasing responsible professional experience facilitating, or monitoring grants including three (3) years direct supervising experience.
