The Deputy Manager will be responsible for overseeing the day-to-day functions and operations of the USAID/Bureau for Humanitarian Assistance (BHA) Grants Unit (GU). In coordination with the GU Manager, other Deputy Managers, and GU Team Leads, the Deputy Manager will lead the development and implementation of operational strategies, policies, and standard procedures. The incumbent will serve as the secondary contact for BHA leadership. The incumbent will be responsible for monitoring the performance of individual GU teams and working with individual Team Leads in identifying areas of improvement and associated action plans. The incumbent will provide subject matter expert advice to BHA and the GU on grant processing procedures, policy and regulatory requirements and compliance, budgetary issues, and federal award terms. The incumbent will represent the GU at internal and external meetings, discussions, and workshops. The incumbent will also be responsible for managing and resolving escalated issues from GU staff and BHA.


The Deputy Grants Unit Manager will directly supervise the GU Team Leads and will directly report to the GU Manager.

 

Location: Washington D.C.
Work Schedule: Full-time, On-site (3 days/week in office)
Starting Salary Range: $150,000- $164,000 a year with the starting salary determined based on candidate’s knowledge, skills, experience, and education.

Clearance: Ability to obtain a Secret-level clearance (US citizenship required)

Responsibilities

Operations:

· Lead the development and implementation of strategies, action plans, and special initiatives designed for optimal team performance. Work closely with the BHA GU Manager and Team Leads to ensure the GU stays on track to meet all strategic objectives and goals.
· Lead the development and maintenance of all standard operating procedures.
· Asist the Policy and Knowledge Management Advisor and Team Leads in capturing and synthesizing metric data for quarterly, annual, and ad-hoc reports for both BHA and ZemiTek.
· Serve as the final point of clearance for award documents prepped for the Agreement Officers. Perform completion checks and quality assurance reviews to ensure the delivery of exceptional products to the client.
· Collaborate with the Team Leads regularly to obtain progress status updates of individual teams and Specialists and help devise corrective actions when needed. Draft regular status reports to represent to GU Leadership meetings.
· Ensure A&A Specialists are effectively prioritizing work, completing award within the established BHA timelines, and award packages are completed with the highest quality.
· Prepare reports and maintain records of work accomplishments and administrative information, as required, and coordinate the preparation, presentation and communication of work-related information to the GU Manager.
· Maintain program and administrative reference materials, project files and relevant background documents and make available policies, procedures and written instructions from the Grants Unit Manager; maintain current knowledge to answer questions from team members on procedures, policies, directives, etc.
· Conduct interviews and assist on recruitment tasks as needed.


Leadership:
· Represent the GU at internal and external meetings and advocate on behalf of GU staff in interactions with other BHA teams, HBMO Leadership and OAA. The incumbent must be able to discuss issues broadly and candidly and be comfortable with making decisions that influence both BHA Program and BHA GU.
· Participate in staff performance reviews in coordination with the Team Leads.
· Serve as the GU's point of escalation for issues and items that need prompt resolutions.
· Engage with BHA program teams and leaderships through regularly scheduled meetings and calls. Asist Team Leads in strategically coordinating meeting with the various HA program teams.
· Assist with building up talent organically within the GU.
· Manage effort in obtaining resources (e.g., computer hardware and software, use of overtime or compensatory time), and securing needed information or decisions from the GU Manager on major work problems and issues that arise.
· Perform the duties of the GU Manager in his/her absence.


Technical:
· Respond to technical inquires and issues from Agreement Officers, BHA leadership, ZemiTek Leadership, and GU staff. Ensure consistent application of USG regulations and BHA policies across GU teams.
· Research and address technical related inquiries on grant management, regulations, BHA policies and procedures and best practices. Interpret award provisions for grantees/recipients and for BHA and provide appropriate advice and guidance.
· Provide in-depth analysis of USAID/BHA's award terms, Negotiation Memorandums, Waivers and Exception Memos, 2 CFR 200/700, ADS 303 & 308, and other federal assistance related documents and materials.
· Participate in broader senior-level discussions, working groups, etc. on assistance award issues, topics, with the ability to speak to impacts on award language and administration, regulatory limitations, and ADS policy directives.
· Assist Team Leads and A&A Specialists in the drafting of Notifications of Funding Opportunities (NOFOs), i.e., Annual Program Statement (APS) and Request for Application (RFA) materials.


Staff Management:
· Develop and manage staff plans for GU teams in consultation with the GU Manager, Team Leads, and Program Managers. Recommend staffing and resource configurations that best meet the need of BHA.
· Provide direct line management responsibilities with the Team Leads, including disciplinary discussions/actions, timesheet recording, approval for PTO, etc.
· Oversee the onboarding process for new staff.
· Responsible for identifying, recruiting, and hiring new staff at all levels.

Qualifications

· Bachelor's degree with eight (8+) years of relevant experience; Master's degree with six (6+) years of relevant experience; or, High school diploma withtwelve (12+) years of relevant experience.
· Experience managing and supervising team of direct reports; including conducting performance assessments and addressing performance-related personnel issues.
· Advanced knowledge of applicable Assistance Regulations such as U.S. Code of Federal Regulation (CFR), or other directives governing USG grants.
· Ability to obtain and maintain a minimum of a Secret- Level Clearance for the duration of your employment on this contract.


Other Qualifications and Requirements:
· At least six years managing multiple teams across multiple sectors or divisions.
· Ability to conduct in-depth compliance review and evaluation of complex assistance actions requiring higher-level approval
· Familiarity with Federal funding sources (e.g. International Disaster Assistance, Title II, emergency, development programs, etc.)
· Proven ability in the following: negotiation, issuance of assistance instruments (grants/cooperative agreements), administration of grants and cooperative agreements.
· Familiarity with financial management procedures and systems such as financial management procedures and systems.
· Experience managing large teams and complex operations.
· Demonstrated ability to provide strategic advice on highly complex, time sensitive procurements. Must be able to communicate complex and difficult policy and programmatic issues in an understandable fashion without oversimplifying and be able to transfer knowledge/mentor other team members.
· Demonstrated excellence in oral communication in English and strong writing skills. Proven ability to evaluate, and interpret policy directives and regulations, and to effectively communicate to internal and external stakeholders.
· Have strong working knowledge of Microsoft Office and Google Suite
