Fiscal Compliance Specialist

 

Reports To: Director of Contract Compliance

Exempt Status: Salaried, Exempt

Commitment Type: Full-Time, On-Going

Base of Operations: 1501 W. Anderson Ln, B-1, Austin, TX 78757

Work Environment: Hybrid, 3 days in office required.

Travel Expectations: Candidates must reside in Texas with ability to travel 40% of the time.

Description: Under the supervision of the Director of Contract Compliance, the Fiscal Compliance Specialist is responsible for monitoring local center compliance with all contractual requirements outlined in all passthrough contracts administered by CACTX to the local centers.  This includes monitoring the center’s compliance to Texas Grant Management Standards, select sections of the Texas Administrative Code and Uniform Guidance (2 CFR 200).  With a working knowledge of Texas Standards for CACs and Chapter 264 Subchapter E of the Texas Family Code. 

Essential Job Functions:

  • In collaboration with the Contract Management department, reviews annual applications for CACTX membership to determine if local centers meet minimum compliance standards to continue CACTX membership.
  • Participate in the annual risk assessment process and development of local center monitoring plans.
  • Assist in the annual enhanced fiscal monitoring activities.
  • Conduct 10 to 12 site visits annually to CACTX network centers.
  • Develop and manage annual site visit calendar with centers and monitoring partner.
  • Plan and administer on-site monitoring activities in accordance with the annual monitoring plan to assess local center compliance against state and federal guidance in addition to exercising professional judgement.
  • Compile, organize, and analyze data collected during fieldwork to prepare monitoring reports identifying areas of non-compliance timely and accurately.
  • Present monitoring report and findings to center leadership.
  • Work with Contract Compliance Manager to ensure that monitoring findings are resolved.
  • Reviews CACTX Grant Management System performance to identify system improvements, cost savings, or other recommendations to optimize the local center experience and create CACTX Grant Administration efficiencies.
  • Participates in the development and revision of department policies, procedures, guidelines, and grant management tools.
  • Provides other grant management responsibilities as appropriate, necessary, and assigned.

Required Qualifications:

  • Bachelor’s degree from a recognized college or university. Preferably in finance/accounting, public administration, or similar field.
  • Five years of grant administration and/or finance experience, preferably in managing public grants.
  • Solid computer skills, including an advanced knowledge of Microsoft Office.
  • Knowledge of UGMS/TxGMS and Uniform Guidance (2 CFR 200).
  • SalesForce Associate certification preferred.
  • Excellent customer service skills
  • Ability to make decisions with substantial latitude.
  • Must have own transportation and ability to travel up to 40%.
  • Must have own reliable transportation.
