Description: Under the supervision of the VP, Contract Management the Contract Administration Manager oversees the subcontracting process for local children’s advocacy centers’ (CACs) contracts with CACTX, including supervision of the contract administration staff, maintaining and optimizing processes and procedures, managing the monthly local center requests for reimbursement process, facilitating the annual membership and funding application review, and directing standard technical assistance activities for CAC subcontract administration.

Essential Job Functions:
•Responsible for managing the operations and administration of approximately $70M in annualstate and federal pass-through grants for the 70 member CACs
•Supervises a team of professional Contract Administrators, providing direct feedback andprofessional coaching.
•Provides quality control review of local center request for reimbursements and grant budgetamendments reviewed by CACTX Contract Administrators; may manage limited portfolio oflocal CAC requests for reimbursement and associated subcontract activities, as needed.
•Oversees and directs the local CAC grant application and subcontracting process includingcoordinating efforts with other CACTX business units and the local CACs.
•Manages process to review local center financial statement audits and Single Audits inaccordance with applicable contract requirements.
•Monitors passthrough contract budgets to identify CAC budget issues and intervenesproactively to minimize lapsed funding.
•Supports Contract Administration team to provides technical assistance in budgeting,forecasting, compliance, lapse management, and organizational capacity to local centers.
•Coordinates with SalesForce SME to maintain CACTX Grants Management System.
•Oversees the development and maintenance of policies, procedures, guidelines, and contractadministration tools.
•Synthesizes multiple, complex guidance sources into accessible, understandable fundingguidelines for local centers.
• Participates in the annual risk assessment process and development of local center monitoring plans.
• Assists with implementation of organization strategic plan in partnership with business unit leads and department lead and performs other responsibilities as appropriate and necessary.

Required Qualifications:
• Bachelor’s degree from a recognized college or university, preferably in finance/accounting, public administration, or similar field. Each additional year of approved formal education may be substituted for one year of required work experience.
• 5+ years of grant administration and/or finance experience, preferably concentrated in administration of government grants
• Solid computer skills, including spreadsheet design; working knowledge of Salesforce preferred.
• Familiar with TxGMS, Uniform Guidance (2 CFR 200), and best practices in managing government funding.
• Ability to manage entire business unit and make decisions with substantial latitude; prior supervisory experience preferred.
• Must have own transportation and ability to travel up to 10%
