Director, Finance and Administration

Scope of Responsibility

Responsible for supporting the mission of ARC by ensuring sound stewardship and accountability for appropriated funds and providing administrative support services for the agency.  Manage budgeting, accounting (including accounts payable work through other agencies), inventory and supply management, space management, procurement, telecommunications, and financial reporting within the agency, to OMB, Treasury, among other ARC partners.   Serve as principal advisor to the Commission on financial and administrative matters and provides overall direction and strategic planning for financial management, procurement, and budget formulation and execution. 

Essential Functions

Accounting, Finance and Budget:

·        Oversee and be responsible for the preparation and accuracy of the Commission’s financial statements.

·        Support the preparation of the annual performance-based budget presentations for the Office of Management and Budget (OMB) and Congress; prepare periodic (quarterly and annual) budget execution reports to OMB and the Commission.

·        Oversee the annual external audit.

·        Plan, prepare and monitor an annual administrative budget for non-federal staffing and operations, including ensuring adequacy of funds for employee benefits.

·        Oversee tracking and proper processing of all Commission obligations and payments.

·        Collaborate on staffing and payroll activities that relate to GSA management of salary (National Finance Center) and payments.

·        Prepare the formula allocations of appropriated funds for grants, administration, and discretionary programs and calculating, monitoring, and reporting of annual assessments collectable from states.

·        Provide data gathering and reporting support for budget hearings and the Performance Accountability Report.

·        Write and maintain agency policies [Financial Management Guidelines] articulating Commission policy for funds control, procurement, payments, accounting, travel management, and administrative matters, based on changing federal or state policies, Inspector General recommendations, or internal control reviews.

·        Develop interagency agreement provisions governing financial transactions.

·        Oversee the core accounting system and establish ARC accounting procedures.

·        Manage accounts payable activities.

·        Maintain a written plan of periodic risk assessment of internal controls in cooperation with the Inspector General, the Commission Enterprise Risk Management officer and other divisions.

·        Manage and oversee ARC’s contracts and purchasing activities including credit card purchasing, purchase orders, and other mechanisms for simplified small purchases.

·        Oversee interagency transfers of funds by SF 1151 or IPAC (mechanisms for doing non-expenditure transfers of appropriations). 

·        Assist as needed with the submission of USA Spending reports on grant awards and outlays by location.

·        Work with grant managers and develop procedures to promote timely post-award grants management and close-outs.

·        Collaborate with the Inspector General on audit plans, responses to certain audits, and preparation of the annual audited financial statement.

·        Serve as a Trustee to ARC’s retirement plans including the pension fund and 401K plan.

 

Administrative and Other Responsibilities:

·        Negotiates with contractors on leases, contracts and purchase orders for space, supplies and equipment and serves as one of the designated contracting officers.

·        Approve all acquisitions of $25,000 or less.

·        Oversee management of facilities issues and internal facilities team.

·        Oversee all phases of inventory and supply systems management.

·        Manage emergency preparedness plans, responses and continuity of operations.

 

Perform Other Duties as assigned by Executive Director:  

·        Special tasks, as assigned.  Some assignments may involve assisting in refining work, program management and/or review processes.

Qualifications

·  Bachelor’s degree in Accounting, Finance, Business, Grants Management or related field

· 7 to 10 years of relevant experience with a strong Accounting/Financial background

·  Familiar with OMB processes related to grant distribution and budget management

·  Certified Public Accountant (CPA); Certified Government Financial Manager (CGFM) desired

Work Environment

·  U.S. citizenship is required.

·  Prior to hire, the selectee must successfully complete a federal background investigation and position requires maintenance of the background security review.

·  Work involves travel, including multiple days, up to about 10% and may include evening and weekend work. Travel includes driving which requires incumbent to possess and maintain a valid driver’s license.

·  Hybrid work arrangement:  In office Mondays, Tuesdays and Thursdays; work remotely Wednesdays and Fridays
