This position works as a highly motivated, skilled individual to lead the Grants and Sponsored Programs (GSP) Division. Reports to the DPMM Deputy Director and manages a thirteen-member team. The GSP Procurement Division Director (MO2), directs, supervises, plans, coordinates, and manages the grants and sponsored programs operation including supervising two teams that manage over 500 agreements (including memoranda of agreement, affiliation agreements, agreements for the purchase of services on behalf of clients, and agreements which receive or distribute grant funds). Assists with the development, data collection, reporting, and analysis of strategic objectives and performance measures. Manages strategic alliances with customers to facilitate the accomplishment of customer goals and objectives. Supports development of annual budget for procurement program. Manages a variety of contractual agreements and federal subaward portfolio, representing the department with county leadership, program offices, and suppliers. Provides risk analysis; recommends acquisition strategies; provides data on contractor performance. Provides in-depth knowledge of Virginia Public Procurement Act, Fairfax County Purchasing Resolution, and federal grant requirements. Manages contract specialists and one management analyst, to include professional development, performance evaluations, and day-to-day mentoring and training. Oversees Human Services' financial monitoring program (Board of Supervisor directed) to ensure nonprofit organizations are operating within fiscally sound constraints.

As a member of the department's leadership team, plays a key role in enabling collaboration with all stakeholders, to include internal (procurement and contracting staff), external (suppliers, other governmental entities, etc.), county agencies and office customers.

Leads and manages several major procurement programs, such as exempt programs (purchase of services for individuals), countywide memorandum of agreement, consolidated community funding pool, and federal subawards. The successful candidate must collaborate with the Office of the County Attorney, Department of Finance, and Department of Management and Budget.
